There is a version of the Strait of Hormuz that exists in President Trump's telling, and there is a version that exists on paper in Muscat and Tehran, and this week they finally diverged far enough that you can measure the distance.
In the president's version, the war with Iran is nearly over. It "can't go much longer," he told reporters. A deal to reopen the strait is close — days away, his own Treasury secretary suggested, maybe Wednesday, maybe Thursday. The waterway is "sort of open right now." Iran, he says, wants to make a deal, even if "they don't like to admit it."
Here is the version on paper. According to Iran's semi-official Fars news agency, the draft plan that Iran and Oman have nearly finalized would bar American and Israeli ships from the Strait of Hormuz entirely, with the restriction extended to any country that has "caused damage" to Iran until compensation is paid. It would formalize a toll — 5 to 7 percent of cargo value, by one senior Iranian official's account, with Oman pushing for something nearer 3 and Washington insisting on zero. And it would route all inbound traffic under Iranian control, with outbound ships clearing through Oman only after notifying Tehran.
Read those two versions side by side and the announcement dissolves. The deal Trump is preparing to take credit for is, in its current draft, a deal that would exclude the United States from the very strait it spent five months and most of its long-range missile inventory fighting over. Iran's own chief negotiator called the American account "theater diplomacy," performed "on loop." Tehran's parliament speaker said no bilateral talks are even underway.
The shipping industry has already voted. Eight of the world's largest shipping associations wrote jointly to UN Secretary-General António Guterres and the IMO this week, warning that a compulsory transit charge — or a "service fee" that is a toll in all but name — would be a "significant departure from established international practice" and would push up energy prices, inflation and economic uncertainty worldwide. The IMO's own council said in July that passage through the strait should remain "free of any tolls and charges." Four industry sources told Reuters the Iran-Oman structure is simply not workable: the U.S. has sanctioned the Persian Gulf Strait Authority that Iran set up in May to run the waterway, and the Treasury has barred U.S. persons from receiving Iranian "safe passage" services at all. A toll you are legally forbidden to pay is not a toll. It is a wall.
And the water tells the same story the paper does. Of the 2,339 Hormuz crossings tracked from late February to August 5, more than 54 percent were "dark" transits — ships running with their tracking transponders off, according to Kpler. That is not a strait that is "sort of open." That is a strait where more than half the traffic would rather go invisible than be seen. Roughly 6,000 seafarers remained stranded in and around the waterway as of late July, the IMO says.
The reason the gap matters beyond semantics is that the announcement is doing work the deal cannot. It moved markets — the Dow and S&P touched records earlier this week partly on optimism the war was ending — and it is buying the administration time on a far more uncomfortable number: the interceptor magazine is nearly empty (see Nora Wire, this page). A deal that reopens the strait would let everyone stop counting missiles. A deal that merely gets announced does the same thing for a few news cycles, at no cost, and requires Iran to sign nothing.
Which is exactly why Iran may be content to let it hang. "They have the ability to wait this out," one shipping analyst told The National. Tehran has escalated on shipping even after previous agreements. The 14-point memorandum reached in June never delivered a real reopening, foundering on the same question that stalls this one: who controls the water.
The honest headline this week is not that a deal is close. It is that a declaration is close, and a declaration is cheaper. The front page is written in the president's tense. The strait is written in the ships', and this hour the ships are still going dark.
The U.S. has burned through nearly 80% of its THAAD interceptors and half its Patriots. Trump denies it publicly and, reportedly, raged about it privately at Camp David.

Underneath the diplomacy about Hormuz sits an arithmetic problem the administration does not want priced, and this week it kept leaking anyway.
The U.S. military has used close to 80 percent of its Terminal High Altitude Area Defense (THAAD) interceptors and roughly half its Patriot stockpile since the Iran war began in late February, CNN reported, citing two people familiar with the latest inventory assessment — the THAAD figure had never been reported before. The Center for Strategic and International Studies estimates the U.S. held about 452 THAAD missiles before the war; a late-July CSIS estimate put the remaining count between 234 and 278. The Army has expended "virtually all" of its ATACMS and Precision Strike Missiles, per Reuters. The Atlantic reports long-range missile stocks as low as 20 percent of desired levels. Nearly half the Tomahawk inventory is gone.
Senior commanders have privately called the overall reserve "dangerously low." Replenishment is glacial: roughly 15 new Tomahawks and 20 new Patriots a month, with analysts estimating three years or more to restore THAAD to pre-war levels.
The president's public position is denial. The U.S. has "massive amounts" of munitions, he posted, more being manufactured. But the Washington Post reports Trump confronted Defense Secretary Pete Hegseth at Camp David last week, telling him he thought the shortage "had been fixed." Hegseth reportedly blamed his deputy, Stephen Feinberg, who then got an angry call from the president and convened acquisition officials to find a way out. Hegseth publicly blasted CNN for a chyron calling the supply "dangerously low."
The shortage is not abstract. CNN's sources say it factored into Trump's decision last weekend to call off further strikes on Iran, after Gulf allies warned they feared retaliation against their energy infrastructure that their U.S.-supplied defenses — drawn from the same shrinking pool — might not stop. CSIS was blunt: "There are no good alternatives to Patriot and THAAD for ballistic missile defense."
That is the real engine behind the rush to announce a Hormuz deal. A reopened strait ends the war before the magazine number becomes a headline the base can't ignore. It also arrives as Saudi Arabia braces for what one official told CNN could be "multiple coordinated attacks" by Iran-aligned Iraqi militias and Houthis — the exact scenario that would demand interceptors nobody is sure remain in the rack.

The most consequential thing that happened this week was not announced by a government. It was published in *Science* on Thursday, and it is the first time a machine has authored a complete genome that came to life.
Researchers at Stanford and the Arc Institute fed genome language models — Evo 1 and Evo 2, trained on millions of genetic sequences — the task of writing complete genomes for a bacteriophage, a virus that infects bacteria. The models generated thousands of candidate genomes. The team narrowed to 302 of the most promising designs, chemically synthesized 285, and inserted them into E. coli to see if anything stirred. In most dishes: nothing. But 16 began to show clear spots as newly minted, AI-designed viruses attacked the bacteria and copied themselves. Some designs came straight from the model; others picked up their own mutations after insertion.
Then the unsettling part. The team pitted a cocktail of the 16 synthetic phages against a cocktail of natural phages that normally prey on E. coli. Against a resistant host, the natural cocktail failed. The AI-designed group quickly evolved the ability to infect it anyway — apparently by swapping DNA segments and accumulating mutations. The machine's viruses were not just viable. In this arena, they were fitter.
"This is the first time generative AI has been used to design a complete genome," Stanford's Brian Hie told the BBC. "New territory for us." A synthetic-biology researcher in Spain called it a turning point: "For the first time in history, we are beginning to design biology on a computer."
The researchers were deliberate about safety rails. The phage genome is tiny — about 5,400 base pairs, against roughly 500,000 for the smallest living cell and three billion for a human. They excluded from training any virus that infects complex organisms, worked only on phages that attack bacteria, and stayed in a secure lab. Imperial College's Tom Ellis noted the scaling problem cuts in their favor for now: "Something six times longer will likely be around 100 times harder to do." This is, he stressed, "the smallest, easy genome to design and make."
But the direction is the story. The models are learning the design principles evolution encoded, which is why the Arc team itself suggested we should start thinking now about the day a related model can design something that targets vertebrates. That is a control problem, not a discovery problem — and the world's biosecurity apparatus is built to inspect labs and screen synthesis orders, not to police a genome that a language model can generate on a laptop. The medicine here is real: adaptive phage therapies against drug-resistant pathogens. So is the asymmetry. We just learned that writing a working genome is now a prompting problem, and we have not yet decided who is allowed to hold the pen.
The Dow and S&P touched records on Hormuz optimism, then slid Thursday as the deal failed to materialize and Brent jumped nearly 4%.

The cleanest illustration of what a declaration is worth is a stock chart, and this week's chart is a study in the half-life of a rumor.
Earlier in the week the Dow Jones Industrial Average pushed to record highs — closing at 54,349 on Wednesday, its fifth straight winning session — and the S&P 500 set a record Tuesday, lifted by a genuinely strong earnings season and by "growing optimism over the potential end of hostilities in the Iran war," as Reuters summarized the mood. The market, in other words, bought the Hormuz deal.
Then the deal didn't arrive. On Thursday the Dow fell 464 points, or 0.9 percent, to 53,885. The S&P slipped 0.2 percent to 7,709.96, just under Tuesday's record. Brent crude rose nearly 4 percent as traders re-read the same strait that had made them optimistic and saw tolls, dark transits, and a draft that bars U.S. ships. Honeywell Aerospace fell hard on a big earnings miss; the ad-tech platform AppLovin plunged after guiding to slower growth.
Strip out the noise and the earnings picture is remarkable: of the roughly 382 S&P 500 companies reporting through early this week, 84.8 percent beat estimates, per LSEG — well above the 68 percent long-run average. This is not a fragile market. It is a market with one soft spot: it keeps assigning a price to a diplomatic outcome that only exists as a press availability.
That is the discipline worth keeping. A record set on a rumored deal is a loan against a signature nobody has produced. When the signature doesn't come, the market simply asks for its optimism back — and this week it did, in a single afternoon.

Two moves this week show how differently Washington and Beijing now fight the same war over supply chains — one with a blunt instrument, one with a valve.
Washington's instrument: Trump signed an executive order Thursday imposing a 15 percent tariff on imported polysilicon and products made from it, the material at the base of both semiconductors and solar panels, plus minimum import prices — the outcome of a national-security investigation. The measures take effect in December and are built to protect U.S. producers, chiefly Hemlock Semiconductor and Wacker Chemie, against Chinese competition. It is a headline number aimed at a commodity input.
Beijing's valve, rolled out a day earlier, is the more instructive document. Rather than banning anything, China's Ministry of Commerce ordered that exports of drones, key components and related technologies already on its dual-use control list now face "strict, case-by-case review" when bound for the United States, with streamlined licensing withheld. It barred Chinese firms from doing business with seven U.S. entities, suspended U.S.-based certification bodies from conducting mandatory factory inspections, and — the part analysts flagged as the real precedent — launched China's first-ever national-security investigation in the foreign-trade sector, into imported printing and copying equipment running foreign software.
The drone measure, as one trade consultancy noted, is "a throttle rather than a ban": nothing new is listed, but every application gets slowed and scrutinized. The software probe matters more, because its scope is set by the *origin of the code*, not the origin of the shipment — a review pathway that could be pointed at almost anything later. Eurasia Group compared its potential reach to Washington's own curbs on Chinese software in connected vehicles.
The contrast is the point. A tariff is loud, priced, and predictable; a case-by-case review is quiet, discretionary, and impossible to model. Beijing is learning to do to American supply chains what America pioneered against Chinese ones — and it is doing it three weeks before Xi Jinping is expected in Washington.

In a week where every other scarcity story ran red — empty missile racks, dark tankers, a strait nobody will insure — one inventory refused to stay empty: seats.
North American theaters posted the single biggest weekend in box-office history, roughly $434 million across all films, blowing past the $402 million set by *Avengers: Endgame* in April 2019. The engine was obvious. *Spider-Man: Brand New Day* opened to about $355 million domestic, the second-largest debut ever, missing *Endgame*'s $357 million record by a rounding error and possibly eclipsing it once Monday actuals land. It already owns the biggest preview night ($72M) and the biggest single day ($169.8M) on record.
But the number I keep staring at is the smaller one. *The Odyssey* — Christopher Nolan's adaptation of a nearly 3,000-year-old poem — held to $51 million in its *third* weekend, dropping only 43 percent while the most anticipated superhero film of the year vacuumed up every premium screen in the country. It has now cleared $911 million worldwide and is about to pass *The Dark Knight* as Nolan's highest-grossing film.
That juxtaposition is the whole argument about what movies are for. The industry spent five years being told the theater was a delivery mechanism the algorithm had made obsolete — that attention was infinitely divisible and best served in fifteen-second increments at home. This weekend, 24 million people bought a ticket to sit in the dark for a franchise reset, and enough of them also chose Homer, in the same window, to keep an ancient epic in second place.
The lesson isn't that spectacle sells; everyone knew that. It's that a *diverse* slate sells — that the same weekend can hold Peter Parker and Odysseus, *Toy Story 5* in its seventh weekend and a $600,000 A24 opener, without cannibalizing itself. The one thing that isn't scarce right now is the audience's willingness to leave the house. It just has to be given something worth the trip. Give people a reason and they still show up — for the web-slinger, and, improbably, for a poem older than the alphabet most of them read it in.
Biosecurity was built to inspect labs and screen DNA orders. It was not built for a world where a working genome is a text-generation task.

Every so often a demonstration arrives that is modest in its object and enormous in its precedent, and the AI-designed bacteriophages published in *Science* this week are exactly that. Sixteen tiny viruses that kill E. coli are not a threat. The sentence that produced them is.
Because here is what actually changed. For the entire history of synthetic biology, writing a genome was a craft — slow, tacit, bottlenecked by people who knew things you could not download. The Stanford and Arc teams did not remove the wet-lab steps; you still have to synthesize DNA and coax it into a cell. But they moved the *design* — the hard, creative, evolution-grade part — into a model you can prompt. The machine's cocktail then out-evolved a natural one against a resistant host. That is not imitation. That is the model having internalized enough of biology's grammar to write fluent, novel, *fitter* sentences in it.
The defenders of the work will point, correctly, to the guardrails: phages only, no vertebrate viruses in the training set, a secure lab, a genome so small it is the easiest one that exists. All true, all responsible, and all beside the long-run point — which the Arc team made themselves, urging that we start preparing now for a model that could design something targeting vertebrates. Imperial's Tom Ellis says the difficulty scales brutally, maybe 100x for a genome six times longer. Good. That is a wall. But it is a wall made of compute and training data, and both of those get cheaper on a schedule we can read.
Our biosecurity apparatus is built for the old bottleneck. It inspects labs. It screens synthesis orders against databases of known bad sequences. Both defenses assume the dangerous part is *making* the thing. Generative genome design attacks the other end: it makes the dangerous knowledge — the design — cheap, portable, and novel enough to slip a sequence screen that only knows what it has already seen.
So the honest response is not a moratorium, which would only cede the field, nor a shrug, which is what we usually do. It is to move the control point to where the leverage now lives: the frontier genome models themselves, and the synthesis houses that turn their output into matter. Know-your-customer for DNA. Structured access and logging for models above a capability threshold. Screening that flags the novel and functional, not just the recognized. We did versions of this for nuclear material and, clumsily, for certain chemicals. We did it because the cost of being surprised was unacceptable.
This week a machine wrote life and it replicated. The pen exists now. The only open question — the only one that has ever mattered with a powerful tool — is who we let hold it, and whether we decide that before, rather than after, the demonstration stops being modest.
Five weeks after Trump v. Barbara upheld birthright citizenship, the White House signed two new orders. One is aimed at judges. The other is aimed at a base.

On June 30, in *Trump v. Barbara*, the Supreme Court held — plainly, and against the administration's own executive order — that children born in the United States to parents unlawfully or temporarily present are "subject to the jurisdiction" of the United States and are citizens at birth. The Court traced the Fourteenth Amendment from English common law to the repudiation of *Dred Scott*. It was not a close or cryptic ruling.
Five weeks later, the White House signed two new executive orders touching the same question. And it is worth being precise, because they are not the same document doing the same work.
The first, on birthright citizenship, purports to set out "exceptions" to a principle the Court just reaffirmed. Legally, this is a message in a bottle addressed to a future, differently composed judiciary. It will be enjoined; the administration surely knows it will be enjoined. That is not a bug. Losing loudly, on this issue, to *these* judges, is itself the political product.
The second, "Ending Birth Tourism," is the one that will actually touch people. It uses visa authority under INA §215(a) to deny entry or revoke visas for foreign nationals a consular officer decides are traveling primarily to give birth here. There are already rules against this. What the order adds is discretion without a standard: an officer guessing at a traveler's *intent*, a "humanitarian grounds or national interest" exemption left entirely to the Secretary's whim, and, as one children's advocate noted, no defined test and no court review. Just "as determined by."
Here is my objection, and it is not the usual one. I am not troubled that a government wants to police visa fraud; every government does. I am troubled by the *pairing* — a constitutional order designed to fail in court, bundled with an administrative order designed to work in the shadows precisely because no court will look at it. The first is theater; the second is the actual policy, and it is built to run on unreviewable guesses about what a pregnant traveler was thinking.
A republic can survive symbolic orders. It has a harder time with the habit of hiding real, discretionary power behind them — of letting the loud, doomed gesture at the front absorb all the attention while the quiet, standardless one at the back does the governing. The Court already told the administration what the Constitution says. The interesting document this week is the one written to make sure a judge never has to say it again.
