A government-appointed review recommends changing the wealth fund’s exclusions. Public consultation runs until January 15, 2027.
By city
A Norwegian government-appointed committee presented its review of the Government Pension Fund Global’s ethical framework on October 15, 2026. Its recommendations include allowing investment in certain nuclear-weapons producers associated with NATO nuclear powers.
The Finance Ministry has opened consultation on the report, NOU 2026:11, with responses due January 15, 2027. A recommendation is not a completed portfolio decision. The government will assess the proposals before taking its position to parliament.
The dispute concerns both investment exclusions and who makes ethical decisions for the fund. Investors and the public can now examine the proposed rules and submit responses.
Aoun’s office describes a call about weapons confiscation. Claims about future strikes require separate evidence.
By city
Lebanon’s Presidential Palace said President Joseph Aoun discussed weapons confiscation with U.S. Secretary of State Marco Rubio in a Thursday telephone call, according to AP and Reuters reporting published by Al Jazeera on October 16.
The discussion followed the interception of a truck carrying 780 kilograms of explosives between Beirut and the Bekaa Valley the previous week. Hezbollah lawmaker Hassan Fadlallah acknowledged the group’s connection to the shipment. Aoun’s office said he also asked Rubio to press Israel to halt attacks in southern Lebanon.
These statements establish what the parties publicly said about confiscation and the call. They do not establish a new operational plan for attacks on Iran. The immediate question is how the Lebanese authorities handle the seized weapons and enforce their stated policy.

TSMC’s current earnings and suppliers’ cash-flow statements give different parts of the investment case.
By markets
TSMC’s October 15 release reported third-quarter 2026 revenue of NT$1,494.24 billion, net income of NT$763.06 billion and EPS of NT$29.43. Management guided fourth-quarter revenue to US$52.3–54.3 billion and gross margin to 65–67 percent. The guidance is prospective.
SMIC reported approximately US$3.207 billion in operating cash flow for the first half of 2026, alongside approximately US$2.853 billion in purchases of property and equipment. Those figures describe a six-month cash-flow interval. They should not be combined without explanation with one quarter of profit attributable to minority shareholders.
ASMPT’s first-half 2026 report gives operating cash flow of HK$727.255 million. Its equipment spending and related deposits are separate uses of cash. Booked packaging-tool orders can support a demand thesis, but they do not establish delivery, qualification or recognized revenue.
The current research view is that strong AI activity warrants further company-specific work. An attractive stock requires a defensible bridge from that activity to sustainable earnings per common share. The reviewed research has not yet demonstrated that edge.
A strong investment return coexists with limits on how university funds can be spent.
By city
Harvard’s endowment rose to nearly US$68 billion after a 27.1 percent fiscal 2026 investment return, the Harvard Crimson reported from the university’s annual financial report. Harvard also reported a US$100 million operating surplus.
The same report showed a US$78.7 million deficit in unrestricted funds. Restricted donations cannot simply be moved to any operating need. The overall surplus therefore gives an incomplete picture of money available for general operations.
The Crimson also reported a reduction in salaries and wages tied to a hiring freeze, attrition and restructuring. These figures explain why a large endowment gain can coexist with pressure on staffing. They do not establish that one investment caused those cuts. The useful comparison is between investment assets, restrictions and the operating funds each activity can actually use.

The museum will stay open until 10 p.m. for the exhibition’s final three days.
By culture
Beijing’s Capital Museum will extend opening hours from October 16 through October 18 for its exhibition of ancient Maya and Andean civilizations. The city’s official English-language notice, dated October 15, says the exhibition closes on October 18.
The museum will open from 9 a.m. until 10 p.m., with last entry at 9 p.m. Evening access covers specified exhibition galleries and visitor facilities; permanent collection galleries retain their usual daytime hours.
For visitors, the distinction matters more than the promise of a late opening alone. Check the specific galleries and ticket options before planning an evening visit.

The consultation is a chance to make the trade-off explicit.
By opinion
Norway’s proposed investment-policy changes deserve a public argument. The review recommends opening an exception for certain nuclear-weapons producers; it does not put the policy into effect.
The government should explain the security case, the limits of the exception and who will enforce them. Investors should be able to see when an ethical rule changes and why. A consultation is useful only if those choices remain open to challenge.

A weapons seizure is an event. A durable security policy needs evidence over time.
By eic
The dispute over weapons confiscation in Lebanon points to a recurring policy problem. An interception can establish that authorities stopped a particular shipment. It cannot, by itself, show that a wider supply network has ended or that communities are safer.
A serious assessment should follow enforcement, further shipments and conditions on the ground over time. The same discipline applies to military operations: a visible action is one piece of evidence. Its lasting effect is a separate question. Officials should be judged on both.
